Hamburg, January 17 – Hamburg experienced a notable reduction in the number of asylum seekers and refugees arriving in 2025, with figures showing almost a quarter fewer than in the preceding year. This information comes from the monthly “Refugee Situation Report.” A total of 12,328 refugees were registered in the past year.
Significant Decline in Asylum Seekers
The most substantial decrease was observed in the number of asylum seekers, with 6,669 arriving in Hamburg in 2025. This represents a 32 percent reduction compared to the previous year, when nearly 10,000 individuals sought asylum. Additionally, fewer war refugees from Ukraine arrived in Hamburg, with 5,659 recorded in 2025, a 12 percent decrease from the year before.
In recent months, there has also been a decline in the number of young Ukrainian men, whose departure was facilitated in August. Despite these reduced figures, public accommodations for refugees in Hamburg remain highly utilized, operating at 93.5 percent capacity.
Interior Senator Advocates for Targeted Migration Policy
Interior Senator Andy Grote (SPD), who chairs the Conference of Interior Ministers, has committed to advocating for a migration policy that “grants protection to those who genuinely need it and, conversely, ends stays when there is no prospect of residence, and especially when security in Germany is at risk.”
Nearly 1,800 Individuals Deported in Hamburg
In line with this policy, Hamburg deported 1,774 individuals last year, a number that includes 266 convicted criminals. The city’s deportation figures have seen an increase, with 1,500 people turned away from Hamburg by November of this year alone, surpassing the total for the entire previous year.
