Hamburg’s Red-Green Coalition Pushes for Sustainable Ship Recycling
Hamburg, February 20 – The red-green coalition in Hamburg is taking a stand against environmentally and socially problematic ship recycling practices, which often occur in South and Southeast Asia. In a joint motion, the parliamentary groups of the SPD and the Greens are advocating for the sustainable recycling of commercial and cruise ships, aiming to establish Hamburg as a pioneer in this critical area of the maritime circular economy.
Experts estimate that up to 16,000 commercial vessels will be decommissioned and recycled within the next ten years. Currently, most of this activity takes place outside Europe due to lower costs and less stringent environmental regulations. Eva Botzenhart of the Green Party highlights that Germany’s approval processes are also excessively complex, hindering local, sustainable solutions.
Regulatory Hurdles and the Vision for Change
A significant obstacle identified by the coalition is the current regulatory framework. For instance, while shipyards are permitted to dismantle up to 70 percent of a vessel for repairs, a complete dismantling reclassifies them as waste disposal facilities, subjecting them to a different, more complex set of regulations. The coalition urges the Senate to lobby the federal government for simpler, more pragmatic solutions and to promote new technologies in this sector.
Hansjörg Schmidt of the SPD emphasized the importance of ship recycling as a core component of a functional maritime circular economy. He stated that Hamburg could become a leader in this field, particularly in securing valuable materials such as steel scrap.
A Glimpse into Past Practices: The CS Discovery Case
The urgency of this initiative is underscored by past incidents. In a related case, the Hanseatic Higher Regional Court rejected a complaint from the Hamburg public prosecutor’s office concerning the dismantling of the container ship ‘CS Discovery’ by a Hamburg shipping company in India. This decision means that no legal proceedings will be initiated in that particular instance.
