Hamburg Demands Child Support from Fathers: City Cracks Down on Misuse
Hamburg, March 10 – The city of Hamburg is taking a firm stance against child support misuse by establishing a new central office dedicated to child support advance payments. Set to commence operations on April 1st, the office will employ 106 staff members with a mandate to intensify efforts against fraudulent claims.
Currently, approximately 27,000 children in Hamburg receive state-funded child support. This occurs when parents separate, and the obligated parent – in 95 percent of cases, the father – fails to make payments. To prevent child poverty, the city steps in to provide financial assistance. While the city theoretically seeks to reclaim these funds from the defaulting parents, practical recovery rates are low, with only 11 percent of cases resulting in repayment. Finance Senator Andreas Dressel (SPD) aims to increase this recovery rate to 15 percent.
New Central Office to Boost Controls and Deter Fraud
The newly formed central office will focus on increasing on-site inspections. These checks occasionally reveal instances where supposedly unknown or separated fathers are, in fact, living with the mother and child under the same roof. Although such misuse constitutes a small percentage of cases, the city anticipates annual savings of 3.7 million euros through these enhanced controls.
“It is important that such cases are reported, and that one cannot take advantage of the city with this social benefit,” stated Dressel. He emphasized that failing to address such fraud could discredit a crucial social service designed for the welfare of children.

The issue of unpaid child support is not unique to Hamburg. In Schleswig-Holstein, state offices provide support for 33,132 children due to absent payments. Single parents often face significant financial difficulties after separation, with many mothers working part-time due to childcare responsibilities, highlighting the broader societal impact of unpaid child support.
