Hamburg, March 17, 2026 – The Hamburg Department of Environment has presented the draft of its municipal heating plan, outlining how the city intends to heat homes and businesses in the future. This comprehensive plan is a cornerstone of Hamburg’s ambitious goal to achieve climate neutrality by 2040.

Katharina Fegebank (Greens), Senator for Environment, emphasized the significance of the initiative on Tuesday. “The heating transition is central to achieving our ambitious climate goals,” Fegebank stated. Currently, eight out of ten households in Hamburg still rely on oil or gas for heating, highlighting the immense potential for change and the urgency of the proposed measures.

Interactive Maps to Guide Heating Choices

The heating plan serves as a foundational document for infrastructure projects undertaken by network operators, as well as for manufacturing businesses and both private and commercial property owners. A key feature of the plan is the introduction of interactive maps. These maps allow citizens and businesses to immediately identify the most suitable heating method for their specific location.

Users can determine, for instance, if a district heating connection is feasible for their home or if community heating projects would be a more appropriate and efficient solution. This interactive tool aims to empower residents and businesses to make informed decisions regarding their heating systems, aligning with the city’s climate objectives.

Public Participation Invited for Draft Plan

In accordance with federal law, Hamburg is mandated to develop such a heating plan. To ensure broad participation and gather diverse perspectives, the city has opened a public consultation period. Citizens and businesses are invited to submit their suggestions and comments on the draft heating plan online until April 14.

Following this consultation phase, the final heating plan is expected to be formally adopted by the end of June. This inclusive approach underscores the city’s commitment to a collaborative process in shaping its sustainable energy future.

New Portal for Heating Information

To further facilitate public access to information and promote transparency, a new “Wärmeportal Hamburg” (Hamburg Heating Portal) has been launched. This portal provides citizens with a clear overview of the current heating supply situation across the Hanseatic city.

The portal also delves into how Hamburg heats and the environmental impact of these methods, a question that has gained increased prominence following the public referendum on climate targets. It offers insights into how heating practices differ across Hamburg’s various districts, showcasing the diverse challenges and opportunities in the transition to climate-neutral heating.

The city’s proactive approach, including public consultation and informative online resources, aims to ensure a smooth and effective transition towards a more sustainable and climate-friendly heating infrastructure for all of Hamburg.
