Berlin Unveils Master Plan to Tackle Deteriorating Bridges with €1.84 Billion Investment

Berlin, March 24 – The Berlin Senate has unveiled an ambitious “Master Plan Bridges 2025 to 2040,” committing €1.84 billion to address the critical state of the city’s bridge infrastructure. The comprehensive plan, already integrated into the 2026/2027 budget, seeks to “secure, modernize, and future-proof” Berlin’s bridges, many of which are over a century old and no longer meet contemporary demands.

Alarming State of Berlin’s Bridge Infrastructure

An alarming assessment has revealed that fewer than one in five of Berlin’s 1047 bridges are in a good or very good condition, according to Andreas Kraus, State Secretary for Mobility, Transport, and Environment. Speaking at a press conference at the Red City Hall on behalf of Transport Senator Ute Bonde (CDU), Kraus highlighted the palpable consequences of the deteriorating infrastructure. Numerous bridges are currently subject to load restrictions, closures, detours, and other limitations, significantly impeding traffic flow across the capital.

300 Bridge Projects Planned by 2040

The Master Plan outlines the reconstruction of 175 dilapidated bridges and the renovation of an additional 125 bridges over the next 15 years, totaling 300 bridge construction projects by 2040. Kraus specified that the investment costs for these new constructions and maintenance efforts amount to €1.84 billion. Funding is expected to be sourced from federal and EU funds, the state of Berlin, and through public-private partnerships, which will enable pre-financing of projects. However, Kraus firmly stated that there would be no “bridge toll” introduced in the future.

Strategic Shift Towards Faster Construction

Kraus emphasized a “fundamental strategic change” in Berlin’s bridge construction approach. Historically, the planning and approval process for bridge construction projects has taken approximately ten years, with the construction itself spanning several years and involving various decentralized responsibilities. “There is an urgent need for action,” Kraus asserted.

The new strategy aims to significantly accelerate the construction and renovation of bridges by reducing maintenance backlogs, streamlining planning and approval processes, and enhancing the use of digital tools. Bureaucratic hurdles will be dismantled, and contracts will be awarded more swiftly. Additionally, different trades involved in construction will be better coordinated to ensure seamless execution.

Despite the accelerated timelines, the Senate assures that the safety and durability of the bridges remain the “highest priority.” This commitment includes the deployment of specialized sensors to continuously monitor bridge conditions and automatically report any issues. This proactive approach is designed to prevent “unpleasant surprises” that have occurred in the past.

Berlin: A City of Bridges

Transport Senator Ute Bonde (CDU) underscored the plan’s objective: “The goal of the Master Plan Bridges is to secure, modernize, and future-proof the capital’s bridge infrastructure in the long term.” She highlighted Berlin’s identity as a “city of bridges,” emphasizing their indispensable role in urban mobility, connecting people, districts, and living spaces.

The implementation of this master plan is crucial for maintaining Berlin’s urban functionality and ensuring the safety of its residents and commuters. The city anticipates that these strategic investments will not only improve infrastructure but also enhance the overall quality of life and economic vitality in the capital.
