The new emergency control center for the Hamburg fire department, located on Eiffestraße in Hamburg-Hamm, is set to begin operations in May 2027, nearly two years behind its original 2025 completion target. An investigation reveals that many of the advanced features enthusiastically announced during the groundbreaking ceremony in 2022 remain unimplemented or without a clear timeline, casting a shadow over the project’s ambitious promises.

The Grand Vision: A ‘Quantum Leap’ That Stalled

In November 2022, the Hamburg fire department, with the presence of then-Senator of the Interior Andy Grote (SPD) and Fire Chief Christian Schwarz, laid the cornerstone for the new facility. Schwarz had then proclaimed it a ‘quantum leap’ in emergency call handling. The vision included receiving emergency calls via apps and messengers, real-time transmission of videos and images, and digital location tracking to facilitate faster assistance. The project was slated for completion in 2025 with an estimated cost of around 100 million euros.

Delayed Handover, Unfulfilled Promises

While the Sprinkenhof GmbH officially handed over the building to the Hamburg fire department on April 15, 2026, the control center itself won’t be operational until May 2027. The fire department cites the ‘high complexity of the building technology’ and the need for ‘very high operational reliability’ as reasons for the extended planning and coordination efforts, compounded by delivery bottlenecks for specific components. The existing control center continues to operate in the interim.

Missing Features: Technical Possibility vs. Implementation Reality

Many of the features touted in 2022 are far from being realized:

  • Real-time video transmission: While technically possible in the new center, data protection issues are unresolved, and there’s no concept or timeline for implementation.
  • Real-time location tracking: Similar to video transmission, this feature lacks a concrete plan.

A more positive outlook exists for digital emergency calls. The new control center is expected to integrate with the federal NORA app, enabling digital emergency calls for individuals unable to speak. SMS emergency calls are also planned.

The ‘Hamburg Shocks’ App: A Decade of Missed Opportunities

The situation is particularly dire concerning the automatic alarming of first responders. The ‘Hamburg schockt’ app, operational for nearly a decade, has approximately 1,600 registered, trained volunteers who could be alerted immediately in cases of cardiac arrest, even before paramedics arrive. Yet, this has never happened. For years, the Hamburg fire department blamed the old control center’s technical limitations. However, IT experts have consistently dismissed this reasoning, noting that cities like Stuttgart, Cologne, Dresden, Berlin, and Düsseldorf have successfully implemented similar systems with older control center technology. The Hamburg fire department has now confirmed that the new control center is technically capable of integrating first responder apps, but, once again, there is no plan for its introduction.

What Will the New Control Center Actually Improve?

Despite the setbacks, some concrete improvements are promised:

  • The new control center will meet the security requirements of the Federal Office for Information Security, ensuring significantly higher operational reliability.
  • The new system will enable more targeted deployment of emergency vehicles, factoring in traffic conditions and construction sites.
  • Working conditions for dispatchers are set to improve with more space and better acoustics.

Unanswered Questions and a Lingering Sense of Disappointment

The significant delays and the absence of key functionalities raise critical questions:

  • Why were such ambitious features announced without a clear roadmap for their implementation, especially concerning data protection and technical integration?
  • Given the long-standing technical feasibility in other cities, why has Hamburg repeatedly failed to integrate a first responder app, potentially costing lives?
  • What is the true cost of these delays and unfulfilled promises, beyond the initial 100 million euro budget?
  • What accountability measures are in place for the project’s shortcomings and the lack of transparency surrounding its progress?

The Hamburg fire department’s new control center, once a symbol of modernization and efficiency, now stands as a testament to bureaucratic hurdles and a failure to deliver on crucial technological advancements in emergency response.
