For years, several Hamburg-based companies had registered their official addresses in a small building in Sachsenwald, exploiting this loophole. Schleswig-Holstein effectively closed this tax haven at the beginning of the year, forcing these companies to re-evaluate their tax strategies.

Hamburg Proposes Raising the Minimum Hebesatz to 300 Percent

Hamburg’s initiative proposes increasing the minimum Hebesatz to 300 percent, up from the current 200 percent. Hamburg itself has applied a Hebesatz of 470 percent for the past 30 years. This disparity means that a company with a business income of one million euros currently pays almost 95,000 euros less in taxes annually if it establishes itself in a business tax haven rather than in Hamburg.

The current coalition government has indicated its intention to raise the minimum Hebesatz to 280 percent. However, this proposed increase is deemed insufficient by the city-states, including Hamburg, Berlin, and Bremen, who argue for a more substantial adjustment to effectively counter the practice of tax avoidance.
