Bundeswehr and Hamburg Authorities to Conduct Large-Scale Civil-Military Exercise ‘Red Storm Charlie’

Hamburg, August 16 – The city of Hamburg will once again become the focal point for a significant civil-military exercise, dubbed “Red Storm Charlie,” scheduled to take place from September 24 to 26. This extensive training operation will see the Bundeswehr collaborating closely with various Hamburg authorities, aid organizations, and private companies to prepare for a range of potential emergencies.

Extensive Scenarios and Wide Participation

During the three-day exercise, residents in certain parts of the city can expect to observe helicopter flights and military vehicle convoys. The training will encompass a diverse array of scenarios, including simulating widespread power outages, responding to a chemical accident, and managing the care of a large number of injured individuals simultaneously.

Approximately 500 soldiers, both male and female, will participate in “Red Storm Charlie,” alongside representatives from around 60 different organizations. Key participants include the Hamburg Police, Fire Department, the Federal Agency for Technical Relief (THW), Hamburg Airport, and the Hamburger Hafen und Logistik AG (HHLA).

Focus on Logistics and Civilian Support

A central objective of the exercise is to evaluate and enhance the processes for transporting troops and materials through Hamburg towards the east, and to identify the necessary civilian support required for such operations. This strategic focus aims to refine procedures for a potential crisis or defense scenario.

This year’s “Red Storm Charlie” marks the third consecutive year such an exercise has been conducted in Hamburg, following “Red Storm Alpha” and “Red Storm Bravo” in previous years. The series of exercises is planned to continue into the next year, underscoring the ongoing commitment to preparedness and inter-agency cooperation.

Previous Exercises and Related Initiatives

The previous iterations of the exercise have also drawn attention. “Red Storm Bravo,” held in the preceding year, was described as the largest defense exercise in Hamburg since the Cold War. It also saw counter-demonstrations in the city center, highlighting public engagement with such large-scale military trainings.

In addition to the military-civilian exercise, a related initiative called “Red Storm Business” will take place on September 24. Around 150 Hamburg companies, organized by the Chamber of Commerce, will simulate crisis scenarios such as power outages or cyberattacks, further strengthening the city’s overall resilience.

The comprehensive nature of “Red Storm Charlie” and its preceding exercises demonstrates a concerted effort to ensure Hamburg’s readiness for a wide spectrum of emergency situations, fostering collaboration between military and civilian entities to protect the city and its inhabitants.
