Berlin Cyberattack: Housing Benefits for 50,000 Households at Risk

Berlin, August 20 – A hacker attack on the Berlin state network on August 18, 2026, has led to massive disruptions in the administration of the German capital. Following the exploitation of a vulnerability in the IT operations of the building administration, two large Senate administrations were isolated from the central network. The affected departments are those for Urban Development, Building and Housing, and for Mobility, Transport, Environment, and Climate Protection. This network separation has far-reaching consequences for the authorities’ ability to work and for the disbursement of social benefits.

Isolation of Departments and Operational Stoppages

The affected Senate administrations have been isolated from the state network since August 14. Employees reported practical inability to work in recent days, as neither internet connections nor external email communication were available. The Senate Chancellery reported an ‘incrimination’ of the state network in this context.

As a result of the security measure, significant system failures also occurred in Berlin’s districts. Disruptions were particularly reported from Pankow and Friedrichshain-Kreuzberg. An emergency crisis team has been set up to manage the crisis.

An external service provider from the USA is currently supporting the administration in crisis management, while the investigation into the causes of the intrusion has not yet fully begun, according to official statements.

Threat to Social Benefits and Citizen Services

The technical failures have immediate consequences for tens of thousands of citizens. The disbursement of housing benefits to over 50,000 households is currently considered at risk. In addition, benefits for education and participation (BuT) are affected by the system disruptions. Temporarily, the online application for postal ballot papers was also interrupted, posing challenges for the administration.

However, on August 19, the administration announced that online applications for ballot papers were possible again. So far, over 20,000 such applications have been submitted. With a view to the upcoming Berlin election on September 20, 2026, the Senate emphasized that the relevant IT systems for this election were not affected by the attack and that the conduct of the election was therefore not considered to be at risk.

Investigations into Data Leakage and Security Deficiencies

Currently, different information is available regarding the extent of a possible data leakage. While reports indicated that some very sensitive data had been stolen, the Senate Chancellery only confirmed the leakage of publicly available geodata within the framework of the Open Data concept. According to the Senate’s current knowledge from August 19, no sensitive data had been leaked.

The public prosecutor’s office has initiated an investigation. In addition to the State Criminal Police Office (LKA), the Federal Office for Information Security (BSI) is also involved in investigating the incident. An IT expert criticized Berlin’s administration’s cybersecurity as inadequately prepared and lamented a lack of readiness for such scenarios.

Governing Mayor Kai Wegner assessed the situation as serious on August 19. He explained that the affected authorities would likely remain offline for several more days, as the complete resolution of the disruptions would take time. It remains unclear at this point when regular operations can resume in all areas.
