Hamburg Expands Parking Ban Pilot Project for Street Cleaning
Hamburg, September 7 – A successful pilot project in the Hamburg-Mitte district, involving temporary parking bans to facilitate street cleaning, is set to expand to other areas of the city starting next year. The initiative, which has been trialed in the Horn district, aims to improve the efficiency and effectiveness of street cleaning operations.
Pilot Project’s Success in Horn
The concept implemented in Horn has proven to be highly effective, according to the Hamburg City Cleaning Department (Stadtreinigung Hamburg). Fabian Fehn from the Stadtreinigung highlighted the significant time savings achieved through the project. “Normally, four to five people would have to sweep, scrape, and clean by hand,” Fehn stated. By temporarily relocating parked cars, “we can simply drive through very quickly with large equipment, which results in enormous time savings.”
The temporary parking bans are in effect from 10:00 AM to 2:00 PM on one side of the street and are announced in advance in the affected areas. This allows residents sufficient time to move their vehicles. In addition to the roadways, the cleaning efforts also target parking bays and overgrown areas.
Expansion to Other Districts
The positive results from Horn have prompted the decision to extend the project. Ralf Neubauer, head of the district office, confirmed that other streets in Billstedt, Hamm, Borgfelde, Rothenburgsort, and Billbrook in the Hamburg-Mitte district are currently part of the program this week. Early next year, the initiative will continue in Wilhelmsburg, Finkenwerder, and on Veddel.
In the future, the plan is to implement similar operations across all districts. The City Cleaning Department intends to conduct a thorough cleaning, particularly in residential areas, approximately every two years using this method.
Addressing Initial Concerns and Positive Feedback
Neubauer acknowledged that there were initial reservations about how Hamburg residents would respond to the temporary parking bans. “There were always major reservations about whether Hamburg residents would go along with this,” he said. While there were some complaints from individuals who found the measures disproportionate, Neubauer believes that “most people participate, and the results are literally visible.”
Previously, cleaning teams like Sandra Skötz and her colleagues in Horn had to navigate around parked cars with brooms and rakes, making the process cumbersome and time-consuming. The pilot project has significantly streamlined these operations.

This expansion is part of a broader effort by Hamburg to improve urban services and maintain cleanliness.
