Reports of Sexual Misconduct in the Bundeswehr Continue to Rise

Berlin, October 17, 2026 – The number of reported incidents of sexual misconduct within the German armed forces has risen sharply in recent years, according to data from the Ministry of Defense. In 2025 alone, 469 cases were reported, an increase from 416 in 2024 and 402 in 2023. These figures, revealed in response to a parliamentary inquiry from the Left Party faction in the Bundestag, were cited by the “Redaktionsnetzwerk Deutschland.”

Last year’s reports included 186 cases of sexual harassment, 15 sexual assaults, and 29 rapes. As a consequence of their actions, 91 soldiers have been discharged from service over the past three years.

Underrepresentation of Women and the Impact on Safety

The ministry’s response indicates that these incidents coincide with the continued underrepresentation of women in the military. Women constitute only 10.3 percent of professional soldiers, 15.3 percent of temporary soldiers, and 15.5 percent of voluntary service members. The only exceptions with significantly higher female representation are the military music service (23.5 percent) and the medical service (44.2 percent).

Parliamentary State Secretary Sebastian Hartmann (SPD) acknowledged in the response that not all sexual misconduct is reported. He highlighted an ongoing “dark figure study” by the Center for Military History and Social Sciences of the Bundeswehr, which aims to uncover unreported incidents. The results of this study are expected by the end of 2026.

Hartmann emphasized that sexual misconduct not only causes individual suffering but also damages the internal structure and undermines cohesion within the Bundeswehr.

Calls for Independent Reporting and Support for Victims

Zada Salihovic, spokesperson for Bundeswehr policy for the Left Party faction, told RND that victims of sexual harassment or violence should not have to fear for their careers or doubt whether they will be believed. She called for independent reporting centers, transparent procedures, and reliable protection for those affected.

Just this past Tuesday, allegations of sexual assault emerged from the medical regiment 1 at the Sachsen-Anhalt barracks in Weißenfels. There are currently ten suspects, with five cases under investigation by the public prosecutor’s office in Naumburg. One of these cases reportedly involves a minor female soldier being forced into sexual acts.

Ongoing Efforts to Address the Issue

The continuous rise in reported incidents underscores the urgent need for comprehensive measures to combat sexual misconduct in the Bundeswehr. While the military is taking steps to investigate and address these issues, the calls for more robust, independent mechanisms suggest that current efforts may not be sufficient to fully eradicate the problem and ensure a safe environment for all service members.

The upcoming results of the dark figure study are anticipated to provide a more complete picture of the extent of sexual misconduct, which could inform future policy changes and support initiatives for victims.
