Berlin Leads the Way with Pioneering Strategy Against Queer Hostility
Berlin, March 27 – In a landmark move, Berlin’s Senate has officially adopted the “State Strategy for Queer Safety and Against Queer Hostility,” making it the first federal state in Germany to implement such a comprehensive plan. This initiative comes in response to a dramatic surge in queer-hostile attacks within the city, aiming to permanently embed protection and safety for LGBTQ+ individuals.
Collaborative Effort to Combat Rising Incidents
More than 400 individuals, organized into 15 working groups, contributed to the development of this 55-page document. The strategy integrates various sectors, including large parts of Berlin’s administration, schools, the police force, and civil society, underscoring a broad commitment to tackling the issue. Cansel Kiziltepe (SPD), Berlin’s Senator for Labor, Social Affairs, Equality, Integration, Diversity, and Anti-Discrimination, stated, “The State Strategy for Queer Safety and Against Queer Hostility permanently anchors protection and safety for queer people in Berlin.”
Key Measures to Enhance Safety and Support
The strategy outlines several key measures designed to foster a safer environment for LGBTQ+ individuals. A particular focus is placed on public transport, where queer-hostile incidents are reported more frequently than elsewhere. Planned interventions include sensitizing security personnel and promoting civil courage among passengers. Additionally, emergency call points at bus and train stops and improved security concepts for events are envisioned. The strategy also includes the establishment of a specialized office for online queer hostility. Furthermore, protection against violence, prevention of hate crimes, and psychosocial counseling services are to be made more visible and expanded, particularly in outer districts.
Alarming Rise in Anti-LGBTQ+ Incidents
The urgency of this strategy is highlighted by alarming statistics. In 2023, the police recorded 588 cases with LGBTIQ+-hostile motivations, a stark contrast to just 172 incidents in 2017. This extreme increase is attributed, according to the study, to growing transphobia and the proliferation of right-wing and queer-hostile discourses. Despite these challenges, Berlin continues to be recognized as one of the most queer-friendly cities globally.
