Berlin Cyberattack: 50,000 Households Without Wohngeld Payments, Building Applications Halted

Berlin, August 23 – A cyberattack on the Berlin state network, discovered on August 14, 2026, has reignited discussions about IT security and the digital sovereignty of European administrations. One week after the incident, two Senate administrations remain offline, causing significant disruptions for citizens. This incident is part of a broader trend where European governments are increasingly exploring alternatives to Microsoft Windows for their public sector infrastructure.

Wohngeld Payments and Building Applications Affected

According to the Süddeutsche Zeitung, the Senate Administrations for Urban Development, Building and Housing and Mobility, Transport, Climate Protection, and Environment have been affected by the outage. As a result, Wohngeld (housing benefit) payments to over 50,000 households could not be processed. Payments from the education package are also reportedly impaired. Furthermore, land registry data is currently unavailable, preventing the processing of applications for moving bans or tree felling permits.

In response to the attack, Green Party’s leading candidate, Werner Graf, called for the centralization of IT security at the state-owned IT service center Berlin (ITDZ). He also proposed mandatory multi-factor authentication and closer cooperation with the Federal Office for Information Security (BSI).

Part of a European Trend Towards Digital Sovereignty

The Berlin incident occurs at a time when several European governments are fundamentally questioning their reliance on US software. In June 2026, the EU Commission introduced an open-source strategy aimed at achieving technological sovereignty.

Individual municipalities and federal states have also taken steps towards open-source software in recent months, for example, by switching to Linux, LibreOffice, or alternative database systems in various administrative units.

This movement is not limited to Germany. In other European countries, the question of digital independence from large US technology corporations is also being discussed. Outside Europe, such as in China, government agencies are also accelerating their migration away from Windows systems to domestic operating systems, although geopolitical considerations, rather than specific security incidents, are cited as drivers there.

Security Debate Takes Precedence Over Cost

The Berlin case exemplifies how strongly IT security incidents can influence the political debate about the technological direction of public administrations. While earlier discussions about open-source alternatives were often justified by cost savings or licensing issues, the attack on the Berlin state network has shifted the focus to the reliability and resilience of critical administrative infrastructure.

Graf’s demand for centralized IT security and mandatory multi-factor authentication indicates that the debate in Berlin will initially focus on concrete security measures before more fundamental changes in the software used are likely to be discussed.

It remains unclear how long the affected Berlin Senate administrations will remain offline and when Wohngeld payments will resume regularly.
