According to the “report! Berlin” findings, 975 documented anti-Muslim attacks and acts of discrimination occurred in 2025. This translates to nearly three incidents per day, highlighting the pervasive nature of anti-Muslim racism for many Berlin residents. Philmon Ghirmai, co-leader of Bündnis 90/Die Grünen Berlin, emphasized the gravity of the situation.
“975 documented anti-Muslim attacks and discrimination incidents in one year are an alarm signal for Berlin. Almost three incidents per day show that anti-Muslim racism is a bitter reality for many Berliners,” stated Ghirmai. He further noted that the majority of these cases affect Muslim women, and the more than 50% increase compared to the previous year is “appalling.”
Structural and Institutional Racism
Ghirmai underscored that the reported figures likely represent only a fraction of the actual incidents, suggesting a higher number of unreported cases. He described anti-Muslim racism as “deeply rooted in our society and a structural and institutional phenomenon that permeates all areas of life.”
Incidents range from insults and threats to physical attacks, as well as discrimination in housing searches, public authorities, educational institutions, and other settings. “Anti-Muslim racism attacks the cohesion of our city and the foundations of our democracy,” Ghirmai warned.

Among the specific demands from the Berlin Greens is the abolition of the Neutrality Act, which they argue contributes to discriminatory practices in state institutions and hinders equal treatment. They also advocate for the cross-departmental implementation of the recommendations from the “Expert Commission on Anti-Muslim Racism.”
Furthermore, the party calls for systematically closing gaps in protection against discrimination within authorities, schools, and the workplace, including the adoption of school regulations compliant with the Berlin Anti-Discrimination Act (LADG).
Ghirmai criticized the current black-red Senate for its perceived shortcomings in combating anti-Muslim racism. “The black-red Senate is lagging behind the challenges in the fight against anti-Muslim racism. There is a lack of both an overall concept and the political will to counteract decisively,” he concluded.
