Berlin Fortifies Mobile Network Against Future Disasters

Berlin, August 12 – In response to the widespread disruption caused by a major power outage in January, the Berlin Senate has initiated comprehensive measures to bolster the resilience and reliability of the city’s mobile network during disaster situations. The Senate reached an agreement with the four primary mobile network operators to implement a series of upgrades, as announced by Senator for Economic Affairs Franziska Giffey (SPD).

Disaster Response Hubs to Ensure Connectivity

A cornerstone of the new strategy involves equipping the existing disaster response hubs, located in various districts, with infrastructure to provide functioning mobile phone coverage. These hubs, previously serving as contact points for supplies and information, will now ensure that mobile networks remain operational, at least in their immediate vicinity, even in the event of power failures. Additionally, these locations will offer charging facilities for mobile devices, expanding their functionality to meet critical communication needs during emergencies.

Lessons Learned from January’s Power Outage

The impetus for these improvements stems directly from an incident on January 3, when an arson attack on cables, attributed to left-wing extremists, plunged 100,000 people across 45,000 households and over 2,000 businesses in south-west Berlin into darkness. The outage, which in many cases lasted for days, also temporarily paralyzed landline telephones, mobile networks, and internet services, particularly in the initial stages of the crisis. Crucially, even emergency calls were rendered impossible, and warning messages could not be received. Power supply was fully restored by January 7.

Senator Giffey emphasized that the action plan for communication networks is a direct consequence of this incident. The plan also incorporates enhanced reporting procedures and provisions for faster access for repair crews to the city’s 3,300 mobile phone masts.

Emergency Power and Long-Term Implementation

Further planned enhancements include improving emergency power supply options for these masts, many of which are situated on rooftops. The overarching goal is to guarantee that affected individuals can at least make emergency calls and receive vital warning messages during crises. Giffey anticipates that the full implementation of these measures will extend until 2027.

“The crisis situation following the attack on our electricity grid at the start of the year demonstrated just how essential functioning mobile communications are,” stated Senator Giffey. “We have identified areas for improvement and have been working intensively with mobile network operators over the past few months to bring about improvements in precisely these areas.” The initiative aims to better prevent future outages, limit their impact, and facilitate quicker resumption of operations in times of crisis. “Emergency communications must be reliably guaranteed even in major crisis situations.”
