Berlin, March 11 – The Berlin Senate has officially launched its ambitious ‘Fachkräftestrategie 2035’, a cross-departmental blueprint designed to attract and integrate skilled foreign workers to fill an estimated 560,000 job vacancies within the capital over the next decade. The strategy, which bundles labor-market, housing, and integration policies, places skilled immigration on equal footing with local training initiatives.

Key Measures to Attract and Retain Talent

A central pillar of the ‘Fachkräftestrategie 2035’ is the enhancement of support services for international professionals. This summer, the existing Berlin Welcome Centre will be upgraded into a multilingual digital hub, offering comprehensive visa counseling and expedited recognition of foreign degrees. Furthermore, the city plans to provide 150 subsidized apartments for first-year apprentices and commit to expanding English-language vocational programs to cater to a diverse international workforce.

One-Stop Work & Residence Desks for Streamlined Processes

For employers, a significant development is the introduction of “One-Stop Work & Residence Desks” within district Bürgerämter. These integrated desks will co-locate immigration officers and employment-agency staff, enabling the issuance of Blue Cards, Chancenkarte job-seeker permits, and dependants’ residence permits in a single appointment. A pilot program for these desks is slated for Q4 2026 in the Mitte district, with a city-wide rollout projected by 2028, contingent on processing times consistently falling below eight weeks.

The strategy also addresses the crucial aspect of retention. Berlin will subsidize intensive German language courses for international hires in shortage occupations, offer childcare top-ups for accompanying spouses, and reserve 10% of new kindergarten places for families moving to the city on work visas. Concurrently, the Senate pledges to lobby the federal government for lower Blue-Card salary thresholds in the creative industries and advocate for a federal points-based permanent-residence track after four years.

Business Community Welcomes Initiative, Critics Raise Funding Concerns

Business groups have largely welcomed the new strategy. The Berlin-Brandenburg Chamber of Commerce expressed optimism, stating that the measures “finally recognize immigration as a competitive factor.” They highlighted that companies currently lose foreign candidates to other European cities like Amsterdam and Copenhagen due to slow paperwork and housing shortages, issues that the new strategy aims to mitigate.

However, critics have voiced concerns regarding the long-term viability of the scheme. They warn that the success of the initiative heavily relies on securing adequate funding from the 2027-2030 state budget, which is still subject to negotiation.

The ‘Fachkräftestrategie 2035’ represents a significant step by Berlin to proactively address its growing demand for skilled labor, aiming to create a more attractive and accessible environment for international professionals and their families.
