Bundeswehr New Year’s Reception in Hamburg Highlights Growing Civilian-Military Cooperation

Hamburg, January 16 – The Bundeswehr’s New Year’s Reception at the Führungsakademie in Hamburg-Osdorf highlighted a significant increase in interest from Hamburg’s companies, associations, and organizations in collaborating with the German armed forces. Kurt Leonards, head of the Hamburg State Command, stated that the city is making good progress in military-civilian cooperation.

Increased Civilian Participation in Bundeswehr Exercises

Leonards reported that the Bundeswehr has already conducted two exercises in Hamburg. This year, the demand for civilian participation is so high that the kick-off meeting had to be moved to a gymnasium. This growing engagement underscores the importance placed on robust civilian-military partnerships in the region.

Maintaining City Operations in Times of Crisis

Leonards emphasized the critical need to keep the city running during a crisis, stressing close cooperation between the Bundeswehr, civilian authorities, and businesses. “We are on a very good path because cooperation is becoming ever closer in Hamburg,” he added.

Preparing the Population for Disruptions

The importance of such preparedness is evident in recent cyberattacks, drone overflights, and power outages, such as those recently experienced in Berlin. Rear Admiral Ralf Kuchler, head of the Führungsakademie, suspects foreign actors are behind many of these disruptions. “This is where resilience comes in. Technically, but also a population that is prepared for such disruptions and is accordingly equipped and has answers to them,” Kuchler explained.

Jan Pörksen, head of the Senate Chancellery, announced that the city plans to issue new brochures this year to guide citizens on what to do if essential services fail and how to prepare for such events.

Demonstration of Drone Defense Techniques in Hamburg

As part of the “Red Storm Bravo” maneuver, the Bundeswehr demonstrated potential defense techniques against hostile drones. These included capturing drones with nets and then disarming them with “drone dogs.” This demonstration took place during the largest defense exercise in Hamburg since the Cold War.

“Red Storm Bravo” Maneuver Concludes, Next Exercise Planned for Next Year

The “Red Storm Bravo” maneuver, which involved approximately 500 soldiers and civilians, focused on training troop deployments from Hamburg’s port eastward. The exercise has concluded, and another is planned for the coming year. A counter-demonstration was held in the city center during the maneuver, reflecting public discourse surrounding military exercises.

Other Local News from Hamburg

In other news, a city bus collided with a locomotive in the harbor, resulting in one passenger fatality and ten injuries. The accident occurred at an unguarded railway crossing on Nippoldstraße. Additionally, Hamburg’s cycle path expansion progressed slower in 2025, with approximately 50 kilometers completed, 15 kilometers less than in 2024. A trial has also begun for a 22-year-old man accused of assaulting his landlady in Eppendorf, who remains in a vegetative state. Hamburg Airport is investing around 90 million euros in a new baggage handling system, expected to be fully operational by 2029.

The Bundeswehr’s continued engagement and the city’s proactive measures underscore a concerted effort to enhance security and preparedness in Hamburg, addressing both traditional and emerging threats.
