According to BILD information, nearly all CDU state premiers are united in their stance: no more new burdens, no sugar tax, and a halt to the meager income tax relief. This coordinated effort threatens to create significant roadblocks for the federal government’s legislative agenda in the Bundesrat.

CDU State Leaders Demand Policy Shift

Key figures in this emerging pact include the heads of government from Hesse (Rhein), Saxony (Kretschmer), Thuringia (Voigt), Rhineland-Palatinate (Schnieder), and the Deputy Minister-President of Baden-Württemberg (Hagel). Their collective demands signal a clear rejection of current federal policies, particularly those related to taxation.

Mario Voigt (49) stated to BILD: "I don’t believe in tax increases in these times." He emphasized that "the affordability of life plays a role for many people." Boris Rhein (54) reiterated on ntv: "I clearly reject tax increases for citizens." Manuel Hagel (38) told BILD: "People feel every day that life has become more expensive. Therefore, there must be an end to ever new burdens." He advocates for "tangible relief" and insists that the state must save money.

Even Schleswig-Holstein’s Daniel Günther (53) is reportedly pushing back, aiming to abolish the 12-o’clock refueling rule via the Bundesrat.

Agenda Program for Federal and State Governments

The CDU state leaders, who reportedly discussed their strategy during a fireside chat in Berlin on Thursday evening, are calling for a comprehensive "agenda program for federal and state governments." Hagel articulated their vision: "Less burdens, less bureaucracy, more growth, a state that handles citizens’ money responsibly."

Threat of Double Blockade

The formation of this CDU state premier pact poses a significant threat of a double blockade for Merz and Klingbeil. Not only is resistance building among state governments, but substantial opposition has also emerged within the Union parliamentary group in the Bundestag.

  • The coalition majority (12 votes) for the sugar tax has vanished, with all 12 members of the Union from the agricultural committee rejecting it.
  • CDU/CSU financial experts are opposing the income tax "reform" (minimal relief, more wealth tax) and new taxes (sugar, Bitcoin, plastic).
  • They demonstratively blocked a billion euros from the Chancellor for tropical forests.

Voigt told "Handelsblatt": "As Minister-Presidents, we will clearly formulate what the Union must focus on in Berlin’s government actions." This statement underscores the state leaders’ confrontational stance towards Merz and the SPD.
