Hamburg, May 25 – Christoph Ploß (CDU), the federal government’s Maritime Coordinator, has proposed that Germany’s seaports should receive funding from the federal special fund. Ploß’s call aligns with the long-standing demands of seaport operators, who have been advocating for a €15 billion allocation from the €300 billion special fund. This fund, created through additional federal debt, aims to enable significant investments across various sectors.
Funding for Quay Facilities and Infrastructure
Currently, the special fund’s resources are primarily earmarked for investments in road and rail infrastructure. However, the need for substantial investment in port facilities is evident across northern Germany.
- In Hamburg, approximately €1 billion is required for the construction of a new quay facility and an expanded hub for large container ships.
- Bremen and Bremerhaven estimate a need of around €1.3 billion for the renovation of quay facilities and the construction of a new bridge.
- Lübeck’s investment requirements for the expansion and conversion of various berths and operational areas are estimated at €200 million.
These figures highlight the significant investment backlog that was also a key topic at the National Maritime Conference held in Emden at the end of April.
Positive Signal for the Port Industry
Christoph Ploß stated to the dpa news agency that the ‘Infrastructure Special Fund’ should be used much more flexibly than is currently the case. This statement is considered a positive signal by the port industry, which has long complained about insufficient funding for German ports. However, it remains unclear whether this reallocation of funds would reduce the money available for other infrastructure investments.
Debate Over Port Funding Intensifies
The issue of port funding has been a contentious one. The National Maritime Conference in Emden, where 800 industry representatives discussed ports, shipbuilding, maritime research, and security, also saw Chancellor Merz in attendance. Tensions have been particularly high between Hamburg’s CDU Bundestag member Ploß and Hamburg’s Mayor Tschentscher (SPD) regarding the financing of the Port of Hamburg. According to NDR information, Ploß has invited Mayor Peter Tschentscher for talks to address the funding dispute.
