Hannover-Hamburg: Klingbeil Remains Skeptical of New Rail Line

Berlin, May 21, 2026 – Federal Finance Minister Lars Klingbeil (SPD) voiced strong skepticism regarding a new high-speed rail line connecting Hannover and Hamburg during a government inquiry in the Bundestag on Wednesday. Klingbeil’s comments come at a crucial time, as negotiations on the controversial new construction project are currently taking place within the Bundestag’s Transport Committee.

The SPD politician stated that he is wary of a new rail line that would allow people to travel faster between Hamburg and Hannover but would not bring any improvements for the residents of the affected regions. This was his response to a question from Green Party Bundestag member Swantje Michaelsen from Hannover, who asked how he planned to support the construction of the new line for climate protection reasons. A new rail line would, among other things, pass through Lars Klingbeil’s constituency of Rotenburg I – Heidekreis. In the past, the SPD Bundestag member has consistently rejected a new rail line between Hannover and Hamburg.

Klingbeil Sends Signal Against New Construction

Klingbeil’s continued skepticism about the new rail line is significant. The new construction project is currently being debated in the Transport Committee, and a hearing in the Bundestag has already taken place. According to NDR information, discussions are ongoing between the governing factions of the CDU and SPD and representatives of the affected communities. A decision before the parliamentary summer break is not unlikely. In this critical phase, the Federal Finance Minister and SPD party leader expressing doubts sends a clear signal.

Greens and VCD Advocate for Regional Stops on New Line

Bundestag member and transport expert Matthias Gastel (Green Party) contradicts Klingbeil’s assertion that the new rail line would not benefit the affected region. Gastel argues that it is entirely possible to establish stops for regional transport along the new line, which would allow the region to benefit directly. He adds that the Bundestag could indeed make such a decision. The Verkehrsclub Deutschland (VCD) shares this view. Hans-Christian Friedrichs, head of the VCD in Lower Saxony, states that new regional transport stops could connect entire regions to the rail network. Friedrichs urges Klingbeil to advocate for better access to his constituency, not to block the parliamentary decision, and instead to provide funding for a new rail line.

Background: The Hamburg-Hannover Rail Line Debate

The future of the Hamburg-Hannover rail line has been a subject of intense debate for decades, with discussions dating back to 1962. The existing line is overloaded, prompting various proposals to alleviate the situation, including the “Alpha-E” upgrade and the controversial new construction. Representatives from six federal states have written to the Transport Committee advocating for the new construction, although Lower Saxony was not among them.

Initially, a decision on the matter was expected earlier, but it has been postponed. The Federal Ministry of Transport has submitted its report, though some requests remained unaddressed. The ongoing discussions highlight the complexities and diverse interests involved in major infrastructure projects of this scale.
