Berlin, January 21, 2026 – The German Cabinet has approved a draft law to make police clearance certificates available digitally. This move, announced by the federal government, aims to modernize administrative services and provide citizens with a more convenient option for obtaining this important document.
Digitalization of Administration
The new digital police clearance certificate will be accessible to individuals who have established a BundID account, which serves as a central access point for online administrative services. A police clearance certificate is an extract from the Federal Central Register, providing information on whether an individual has a criminal record, and is often required for employment or volunteer activities.
From Application to Verification: A Digital Process
While it has been possible to apply for a police clearance certificate online for several years, the document has always been printed on special paper and sent by post from Bonn. The new digital option will eliminate this physical mailing process for those who choose the digital route.
To prevent forgery, the digital certificate will feature a barcode that can be scanned and verified for authenticity using a smartphone app. To set up the necessary BundID account, an online-enabled identity card is required.
The Federal Ministry of Justice has confirmed that individuals who prefer not to use the online procedure can still apply for and receive a paper police clearance certificate at their local Bürgeramt (citizen’s office).
Importance of Police Clearance Certificates
Police clearance certificates are essential for various professional and voluntary activities, particularly in fields involving work with children and young people, or professions with specific security requirements such as financial accounting or security services. For certain professional groups, the submission of a police clearance certificate is even legally mandated.
