German Municipalities Demand €40 Billion for Climate Change Adaptation
Berlin, August 17, 2026 – The German Association of Towns and Municipalities is calling for a multi-billion euro program to tackle the effects of climate change. André Berghegger, chief executive of the association, stated that federal and state governments must “permanently and reliably provide the necessary funds for climate protection measures and adaptation to climate change.”
Berghegger outlined the financial needs of municipalities at eight billion euros annually. “Overall, around 40 billion euros are therefore necessary in the coming five years,” he told the “Kölner Stadt-Anzeiger.” He criticized current individual funding programs for achieving little more than “straw fire effects.”
Urgency for Action and Constitutional Amendment
Berghegger emphasized the urgency of the situation, stating that “adaptation to the consequences of climate change is a tremendous societal task that can only be financed and solved at a national level.” He urged the Bundestag and Bundesrat to set the course now, especially in light of this summer’s experiences, and to enshrine climate protection as a joint task in the Basic Law.
He also stressed that specific measures should continue to be decided locally by the municipalities. “It cannot be that the federal government dictates regulations to the municipalities from Berlin,” Berghegger added.
