Hamburg Faces €1 Billion Budget Shortfall, Requires Supplementary Budget

Hamburg, July 10 – The city of Hamburg is expected to incur additional debt this year due to an unforeseen budget deficit. This information comes from the Senate’s response to a minor inquiry from the CDU opposition, exclusively obtained by NDR 90.3.

A Billion Euro Gap: Statutory Services and Pension Provisions Drive Deficit

The estimated shortfall currently stands at around one billion euros. Of this amount, approximately 600 million euros are allocated to statutory services. These include social welfare, refugee accommodation, and educational support, all of which are legal entitlements.

An additional 300 million euros are required for pension provisions, primarily for the future retirement benefits of municipal employees and civil servants.

Tariff Agreements Contribute to Financial Strain

The Senate also cited the tariff agreement for state employees, reached last winter, as another reason why the originally planned funds are insufficient for the current year. The Senate plans to present a precise forecast later this summer and subsequently request additional funds from the Bürgerschaft (Hamburg Parliament).
