Hamburg Enhances Homeless Support with New Psychiatric Clinic and Lifetime Housing
Hamburg, March 27, 2026 – The Hamburg social welfare department has introduced two significant new aid programs aimed at assisting the city’s homeless population. These initiatives include a specialized psychiatric outpatient clinic and permanent housing solutions for elderly, chronically ill homeless individuals. The announcement comes as the city’s winter emergency program, which provided shelter for approximately 700 homeless people, concludes.
“Pik As” Shelter Renovated with Lifetime Housing Option
The “Pik As” emergency overnight shelter, located in Hamburg’s Neustadt district, has undergone a two-year renovation and expansion. This facility now integrates a unique housing project for 33 elderly, partially chronically ill homeless men. These individuals will be granted a “lifetime place,” offering them permanent security from homelessness until their death. Previously, such long-term housing options were only available in Bergedorf.
The renovated section of the “Pik As” shelter, originally built in 1913, can now accommodate up to 290 homeless individuals, primarily in two- to three-bed rooms. Importantly, an on-site doctor’s practice has been integrated into the facility specifically for homeless and unhoused individuals. Additionally, some single rooms are available for those whose psychological conditions preclude them from staying in shared multi-bed rooms.
New Psychiatric Outpatient Clinic for Severely Mentally Ill Homeless
In a further development, Asklepios Klinik Nord/Ochsenzoll will operate a psychiatric outpatient clinic for mentally ill homeless individuals starting April 1. Situated in a former office building on Repsoldstraße, the clinic aims to stabilize severely mentally ill homeless individuals and gradually guide them back into treatment and support systems.
Social Senator Melanie Schlotzhauer stated, “This way, we break recurring crises and create reliable prospects for those affected. This also relieves the districts around the main station.” The clinic is equipped to care for up to 80 patients who do not need to provide health insurance coverage. The social welfare department will cover the running costs, estimated at around 800,000 Euros.
Further enhancing support services, the Jugendhilfe e.V. organization launched 30 transitional housing units for individuals with addictions on another floor of the same building in September 2025.
These new comprehensive initiatives underscore Hamburg’s commitment to providing more robust and long-term support for its homeless population, addressing both their physical and mental health needs, and offering stable living conditions.
