Hamburg, March 30 – Midwives in Hamburg are facing significantly higher administrative costs to begin their careers. Fees for their professional certificates have more than doubled since January, now ranging between 350 and 600 euros, depending on the complexity of qualification verification. This increase has drawn sharp criticism from the Hamburg Midwives’ Association and new graduates, who fear the additional financial burden could exacerbate the already strained healthcare situation.
Fees Skyrocket, Outpacing Other States
The cost of a professional certificate, essential for anyone wishing to practice as a midwife, has surged from 162 euros last year to its current range. This makes Hamburg’s fees considerably higher than in many other German states. For comparison, the same certificate costs 53 euros in Lower Saxony, up to 105 euros in Mecklenburg-Vorpommern, and up to 225 euros in Schleswig-Holstein.
Association Warns of Worsening Care
Josefine Ende, Vice-Chairwoman of the Hamburg Midwives’ Association, described the increased fees as “a significant financial burden,” particularly for new graduates. She expressed concern that some midwives might delay applying for their certificates due to these costs, which could further strain the already “tense” provision of midwifery services in the city.
New Midwives Express Anger and Frustration
Lea Kratzer, a midwife currently completing her studies at the Hamburg University of Applied Sciences and the University Medical Center Hamburg-Eppendorf, voiced her frustration. “I am really angry and shocked about the costs and the sudden increase in mid-January,” she stated. Kratzer highlighted that applicants already pay for police clearance certificates and medical examinations, and that submitting documents online makes the high fee for a “simple piece of paper” seem “absolutely unjustified.”
Health Authority Defends Fee Hike
The Hamburg Health Authority defended the fee increase, stating that previous fees did not cover costs, as required by law. An audit by the Court of Auditors reportedly confirmed this discrepancy, leading to the adjustment in charges.
Challenges Facing Midwifery Profession
The rising costs add to the existing challenges faced by midwives, a profession characterized by constant availability, high insurance costs, and significant responsibility. A recent study indicated that almost half of all midwives are considering leaving the profession. While payment for midwives was reformed in November to ensure more intensive care during childbirth, freelance midwives fear significant income losses and feel overlooked.
