Hamburg Schools Face Drastic Cuts to Student Support Services, Leaving Families in Limbo

Hamburg, August 18 – As the new school year approaches, Hamburg’s education system is grappling with significant cuts to school support services, impacting over 4,000 children who rely on these vital aids. Reports indicate that some schools have seen their allocated support hours slashed by more than half, leaving many families in a state of uncertainty just days before classes resume.

School support is crucial for children with disabilities or behavioral challenges, assisting them with learning, social interactions, and even daily tasks like eating at school. The majority of these services are provided in elementary, special, and community schools, with annual costs recently reaching 40 million euros. However, shortly before the summer holidays, Senator Ksenija Bekeris (SPD) announced restrictive measures that are now coming to light.

Dramatic Reductions in Support Hours Reported by Schools

Several schools, wishing to remain anonymous, have informed NDR 90.3 that their support hours have been drastically cut. One school, which previously had 700 hours of support, has now been allocated only 200. These reductions have led to widespread concern among parents and educators.

In anticipation of these cuts, organizations providing school support personnel have already laid off hundreds of their employees. This means many children and young people have lost their familiar and trusted school companions. The education authority has suggested that schools utilize other personnel, such as young people participating in the Voluntary Social Year (FSJ), to fill these gaps. However, parent representatives are critical of this approach, especially for complex care cases, citing concerns about the qualifications and consistency of such temporary staff.

Families Face Uncertainty as School Year Begins

The district parent council for special schools has reported numerous instances of families experiencing cuts or, in many cases, receiving no information at all regarding their child’s support for the upcoming school year, which begins on Thursday. Marietheres Spallek, chairwoman of the district parent council for special schools, described the situation to NDR Hamburg as “partly chaotic and intransparent.”

“Many families don’t know if a school companion will be there on the first day of school,” Spallek stated. “Especially with FSJ staff, this can be a problem. Many schools couldn’t even find FSJ staff last school year.” The lack of clarity and communication from the authorities has compounded the anxiety for parents already navigating complex needs for their children.

Legal Action Initiated by Affected Families

In response to the decisions made by the education authority, some families are now taking legal action. Since the beginning of July, 21 urgent applications related to school support have been filed with the social court, according to a court spokesperson. The education authority has declined to comment further on the matter until a state press conference scheduled for Tuesday.

This situation follows a broader debate in Hamburg regarding the reorganization of school support. A demonstration was held in the city center to protest the planned changes, and the Hamburg Parliament also debated the issue. The Paritätischer in Hamburg, a welfare organization, had previously warned against cuts to school support staff, emphasizing their critical role in assisting children with learning difficulties.

This issue is not isolated, as other recent announcements have also caused concern for families. For instance, parents in Hamburg will face higher costs for school meals starting in August, as the authority will contribute less to these expenses.

The current turmoil highlights the challenges faced by the Hamburg education system in balancing budgetary constraints with the essential needs of its most vulnerable students. The coming days will be critical as families and schools navigate the start of a new academic year amidst significant uncertainty.
