Hamburg, February 13 – In response to the recent heavy snowfall and icy conditions, Hamburg authorities are preparing to implement stricter measures regarding snow and ice removal from sidewalks. Property owners found to be in violation of their clearing duties may face fines more quickly in the upcoming winter season.
Initial Winter Assessment Reveals High Non-Compliance
The Hamburg district authority has conducted a preliminary assessment of violations against the snow and ice clearing obligations after the first significant winter weather event. The findings indicate a considerable number of instances where sidewalks were not properly maintained, prompting the city to re-evaluate its enforcement strategy.
Over 2,360 Warnings Issued Across Districts
During inspections, district office employees identified numerous un-cleared sidewalks. Initially, responsible property owners were informed of their duties and requested to clear the pathways. This season alone, more than 2,360 such warnings were issued across all districts. The district of Mitte recorded the highest number with 1,150 warnings, followed by Wandsbek with 770, and Altona with 250 warnings.
Current Fine System and Proposed Changes
Currently, formal administrative offense proceedings are initiated only if property owners fail to clear their sidewalks within a specified period after receiving a warning. So far, 18 such proceedings have been initiated, with one fine of 250 euros already issued.
Fines Possible with First Warning Next Season
District Senator Andreas Dressel (SPD) announced that significant changes are expected for the next winter season. Under the proposed new regulations, a fine of up to 50 euros could be imposed directly with the first warning. Additionally, the authority plans to inform property owners earlier and more comprehensively about their responsibilities to ensure better preparation.
City to Lead by Example
The city itself also intends to improve its compliance with clearing obligations. Authorities, administration, and public companies are expected to implement their snow removal duties more consistently, setting an example for private property owners.
Continued Winter Conditions Expected
Parts of northern Germany, including Hamburg, may continue to experience slippery conditions on roads. In the Vechta district, schools were closed due to the weather. Authorities have also issued warnings against walking on frozen surfaces.
