Mieterbund Warns Against Cuts to Housing Benefit in Berlin Amid Budget Constraints

Berlin, May 6 – The German Tenants’ Association (Mieterbund) has voiced strong concerns over potential cuts to housing benefits, asserting that any such reductions should not result in diminished support or adverse effects for those entitled to assistance. This warning comes as the federal government grapples with budget shortfalls, with the Ministry of Construction tasked with saving one billion euros.

Housing Benefit: A Crucial Support System

Melanie Weber-Moritz, president of the Mieterbund, stressed to the Redaktionsnetzwerk Deutschland that it is crucial for housing benefit to remain an independent subsidy that accurately reflects actual housing costs. Her statements underscore the importance of this support system for low-income households across Germany.

The Federal Ministry of Construction, led by Housing Minister Verena Hubertz (SPD), confirmed to the German Press Agency (dpa) that it intends to meet its savings targets through a restructuring of housing benefit. A spokesperson for the ministry stated, “We will ensure that housing benefit is designed fairly and in a targeted manner.” However, concrete details regarding the extent of the savings and the specific restructuring measures are yet to be disclosed. “It is currently too early to make concrete statements on the amount of savings in housing benefit,” the spokesperson added, indicating that details will be finalized by the time the government’s draft budget for 2027 is presented.

Widespread Criticism of Potential Cuts

The prospect of cuts has drawn criticism from various political factions, including the Left Party and the Greens. According to the Federal Statistical Office, over 1.2 million households in Germany received state support for individuals with low incomes and high housing costs in 2024. The Housing Benefit Plus Act, introduced in early 2023, significantly expanded the number of eligible recipients. In 2024, expenditures for housing benefit amounted to 4.7 billion euros. Data from the Ministry of Housing indicates that 44 percent of recipients are families, while 52 percent of housing benefit households are home to pensioners.

Sahra Mirow, housing policy expert for the Left Party, told the RND that “savings in housing benefit would be a fatal signal in housing policy.” She argued that cutting support for the financially weakest is socially unjust. Green party politician Mayra Vriesema called for stronger rent regulation, contending that fewer people would require housing benefit if rents were lower.

Housing benefit serves as a vital safety net for many, ensuring that individuals and families with limited financial resources can afford adequate housing.
