The house rules also demand that the “dignity of the house” be upheld. “Any action that is likely to impair the dignity or reputation of the house, the city administration, the city council, or its activities is to be refrained from.”

The answer? “No, the restricted area ordinance would not apply in this case.” The key factor is payment for sexual services. “An entrance fee alone is not to be equated with payment for sexual services.”
