Simultaneously, legislators are increasing audit pressure. The GKV Contribution Rate Stabilization Act, passed in July 2026, stipulates that from 2027, health insurance companies will be allowed to audit up to 40 percent of invoices if the complaint rate exceeds 35 percent. If the complaint rate is above 50 percent, the upper limit is entirely removed, allowing up to 100 percent of invoices to be audited. Previously, the regular audit rate was between five and 15 percent.

The five percent upper limit will only apply to clinics that have at least 80 percent complaint-free invoices, with audit results from the third quarter of 2026 serving as the basis for the first quarter of 2027.

Competitive Landscape in Digital Health

Calliora operates in an active investment environment within the market for digitalization and automation in clinics. Other key players in the industry include Parallel, which closed a Series A round of $20 million with Index Ventures in March 2026; Health Force, with a seed funding of 4.2 million Euros from LUMO Labs on September 17, 2026; and Recare, with up to 37 million Euros from DNV in January 2026. Further providers in this segment include Tandem Health with a $100 million Series B led by EQT, voize with nine million US dollars, and Aiomics with a pre-seed round of two million Euros.
