Addressing supporters in Untergiesing-Harlaching, Reiter adopted a self-critical tone, acknowledging his missteps. “This city has not done badly in the last twelve years. And then I ask everyone not to judge the last twelve years by three weeks in which I actually worked poorly. Worked poorly and communicated poorly externally,” he stated, attempting to contextualize the recent controversies.

His public apology and the subsequent decision to step down from his FC Bayern roles were crucial in his effort to regain voter trust. According to politologist Ursula Münch of the Academy for Political Education in Tutzing, Reiter took “quite a long time to move to a clear strategy – that is, for an apology and for withdrawal from the positions at FC Bayern.” This delay, she notes, gave Krause an early advantage in the run-off campaign.

Krause’s Aggressive Campaign and Social Media Surge

In contrast, Dominik Krause, 35, has been running an exceptionally dynamic campaign since his surprisingly strong performance in the first round, where he secured 29.5 percent of the vote against Reiter’s 35.6 percent. The Greens’ candidate has significantly ramped up his public appearances, with a spokesperson indicating that Krause will have completed at least 60 campaign events and actions by the run-off date. This is nearly double the number of engagements undertaken by Mayor Reiter during the same period.

Krause’s campaign is also heavily leveraging social media. His Instagram profile shows a significant increase in activity, with new posts about his campaign appearances and key issues like Munich’s housing shortage. He has gained over 10,000 new followers since the March 8th election, bringing his total to nearly 62,000. This rapid growth puts him on the verge of overtaking Reiter’s 63,800 followers, whose numbers have largely stagnated. While Münch cautions against over-interpreting social media figures, she acknowledges Krause’s campaign advantage, noting the incumbent’s initial lack of visibility.

The Battle for Undecided Voters and Expert Predictions

The outcome of the March 22nd run-off will largely depend on which candidate can better mobilize voters who supported other candidates in the first round, particularly those who cast their ballots for Clemens Baumgärtner (CSU), who came in third with 21.3 percent. Both politologists, Münch and Martin Gross of Ludwig-Maximilians-University Munich, lean towards Reiter ultimately securing the win, albeit narrowly.

Münch suggests, “It should be easier for Reiter and the SPD to mobilize previous CSU voters against the Green candidate.” Gross concurs, stating, “My prognosis would still be that Dieter Reiter will narrowly win the run-off, as long as there are no further scandals or if no further details come to light in the FC Bayern case.”

The campaign strategies of both candidates have evolved, with both becoming more present across various platforms. Reiter, in particular, is now engaging more directly with citizens and receiving stronger support from his party on social media. This shift indicates a recognition of the need for a more visible and proactive approach in the face of a formidable challenger.
