Political support also plays a crucial role; Bavaria’s Ministry of Economic Affairs actively promotes companies advancing autonomous driving within the state. Minister Hubert Aiwanger (Freie Wähler) lauded Waymo’s test drives as a “milestone,” underscoring the state’s commitment to technological progress.
The Approval Process: A Three-Stage Hurdle
The approval process for driverless taxis in Munich involves three distinct stages:
- Operating License: Issued by the Federal Motor Transport Authority (Kraftfahrt-Bundesamt).
- Operational Area Approval: Granted by the Bavarian State Building Authority (Landesbaudirektion Bayern) for specific areas, such as the Munich city center.

Markus Lienkamp, Professor of Autonomous Driving at TU Munich, expressed concerns to BR24, stating, “We are opening up a market here and giving away a technology that we, unfortunately, do not master in Germany. This is, in my opinion, extremely dangerous.”
Florian von Brunn, economic and digital policy spokesman for the SPD parliamentary group, echoed these sentiments, questioning the benefits for Munich: “The technology comes from California, the profits also go there – and no one knows what happens to the data. What’s left for Munich, perhaps just washing Waymo cars?” He highlighted that autonomous driving technology in Bavaria has been funded with taxpayer money for years, and now the focus should be on domestic implementation.
Minister Aiwanger, in response to BR24’s inquiry, stated that the government also encourages German manufacturers to “seize the market opportunities of autonomous driving,” reaffirming Bavaria’s openness to innovation and technical progress.
