Hamburg, March 19 – The former shopping center known as the “Glass Boxes” at the intersection of Kieler Straße and Volksparkstraße in Hamburg-Stellingen has stood empty and dilapidated for over a decade. Despite plans for new housing and commercial developments, political disagreements within the Eimsbüttel district are causing significant delays in the project.
A Long-Standing Eyesore with Consequences
For many Stellingen residents, the “Glass Boxes,” pavilion buildings designed by Hamburg architect Werner Kallmorgen in the 1960s, have been an eyesore for years. The vacant complex has led to neglect and a growing sense of insecurity in the surrounding area. Juliane Lietsche, a resident whose single-family home is next to the site, recalls a time when it was “very beautiful here.” She now reports issues with rats, general decay, and an increased feeling of unsafety.
Redevelopment Plans and Investor Involvement
Despite these challenges, plans for redevelopment are in motion. In 2024, the district organized an ideas competition with the goal of revitalizing the area as a gateway to the city at the A7 highway. The project envisions new apartments and commercial spaces, and an investor, the Köhler und von Bargen corporate group, has been secured. However, construction cannot begin until the building permit process is completed, and this is where the project faces hurdles.
Political Discord Over Building Height
According to information from NDR 90.3, there are ongoing coordination problems within the green-red coalition in the Eimsbüttel district. The core of the conflict revolves around the permissible building height. While there is consensus that the site should be upgraded, the specifics of how high the new buildings can be are contentious. Ali Mir Agha, a Green Party district councilor, described the process as advanced but with differing views. He stated that a “urban highlight” for Stellingen is a consensus, but the concrete design must be decided jointly by politicians, administration, and the building authority. Without an agreement on this matter, the district office cannot create the conditions for construction to begin.
Investor Warns of Rising Costs and Project Risk
For the investor, the delay is a significant concern. In a statement, the company noted that crucial planning steps cannot proceed due to political disagreements. The longer the process drags on, the more costs will rise, making a financially viable implementation increasingly difficult. This, in turn, could jeopardize the much-needed housing construction.
District Office to Present Functional Plan
The district office plans to present a functional plan in April but is withholding details until then. For residents like Lietsche, this offers little comfort. She hopes that politicians will soon reach an agreement and that changes will finally come to the neglected site.

The redevelopment of the “Glass Boxes” site is part of a broader effort to redesign the area around a major intersection in the Hamburg district of Stellingen. The dilapidated buildings are set to be removed, paving the way for a modern, integrated urban space.
