Hamburg, July 6 – The construction of approximately 800 apartments in the Osterbrookhöfe quarter of Hamburg-Hamm remains stalled due to persistent coffee odors emanating from the nearby Tchibo roasting plant. The situation has escalated with Tchibo filing a lawsuit against the city’s environmental authority, pushing a resolution further out of reach.

The planned Osterbrookhöfe development, adjacent to the Tchibo roasting facility, requires an amendment to its building plan to allow for residential construction. However, current EU directives prohibit new housing developments in areas with significant odor pollution. This regulation, typically applied to facilities like piggeries, now impacts the Tchibo plant, necessitating upgrades to its emission systems.

Negotiations Break Down Over Chimney Heights

Initial discussions between Tchibo and the city were reportedly promising, with the city signaling a willingness to cover costs for new filters and ventilation systems. However, negotiations faltered over the issue of chimney heights. According to the environmental authority, Tchibo’s existing chimneys no longer meet current standards and must be raised by five to eight meters at the company’s expense.

Tchibo disputes this requirement, citing previously unrestricted permits from the authority and arguing that even a significant increase in the height of its 16 chimneys would not result in measurable changes to odor dispersion. Consequently, Tchibo has filed a lawsuit with the administrative court against the authority’s directive. The duration of these legal proceedings remains uncertain.

Housing Project Faces Indefinite Delay

The ongoing dispute over the chimneys has frozen all other discussions with Tchibo, leaving the start of construction for the Osterbrookhöfe, originally planned for 2020, indefinitely postponed. Despite this setback, construction is permitted north of Diagonalstraße, where a different building plan is in effect. This area is slated for 84 of the total 800 planned apartments.

The conflict highlights the challenges of urban development in close proximity to industrial facilities, particularly when environmental regulations intersect with existing business operations. The city’s push for new housing clashes with Tchibo’s resistance to what it perceives as unnecessary and ineffective infrastructure upgrades.
