Thousands of First-Graders Start School in Hamburg Amidst Enrollment Challenges

Hamburg, August 27, 2026 – Excitement filled the air as thousands of first-graders in Hamburg embarked on their first day of school this Tuesday. Equipped with new satchels and school cones, approximately 17,200 children entered classrooms across the city, a figure just slightly below last year’s enrollment.

Enrollment Challenges and Parental Choice

While the majority of children were enrolled in their chosen schools, nearly 230 students had to be redirected to alternative schools due to capacity issues. This process often causes considerable stress for the affected families.

The annual distribution of students is a significant logistical undertaking for the education authority. Around 800 first-grade classes need to be filled, ensuring optimal class sizes that are neither too large nor too small. Hamburg’s policy of free school choice is actively utilized by parents, as noted by authority spokesperson Peter Albrecht. He emphasized the yearly challenge of fulfilling as many school preferences as possible while efficiently utilizing school facilities and adhering to legal requirements for smaller class sizes.

Varying School Sizes Across the City

The Grundschule Cranz, located in the southwest of the city, recorded the fewest enrollments with 17 first-graders. Similarly, the Altengamme-Deich and Mittlerer Landweg schools in Billwerder each welcomed 23 new students.

In contrast, some of the largest schools have established six first-grade classes to accommodate all students. These include the Ganztagsgrundschule Sternschanze, Grundschule Neugraben, and the Schule an der Gartenstadt in Wandsbek.

In addition to first-graders, over 10,000 children are starting preschool this year. The education authority anticipates a decline in overall student numbers starting from 2029, though certain districts and schools are expected to continue experiencing high demand.

Enrollment Criteria for Highly Sought-After Schools

For schools with high demand, enrollment decisions are primarily based on the length of the school commute. Another crucial factor is whether a child has siblings already attending the school.

Budgetary Constraints and Educational Planning

Despite the current student numbers, the Hamburg school authority has announced that no additional teaching positions will be created until the end of 2028. Instead, there are plans to expand social work services in primary schools.
