Hamburg Police Unions Warn of Underfunding Despite Budget Increases
Hamburg, April 27 – Police unions in Hamburg, including the Bund Deutscher Kriminalbeamter (BDK) and the Gewerkschaft der Polizei (GdP), are raising alarms about potential underfunding, savings, and cuts within the city’s police force, despite recent budget increases. This comes as the city’s police budget has reportedly seen continuous increases in recent times.
Growing Concerns Over Budgetary Constraints
Representatives of the police force claim that significant savings are already being implemented. According to the BDK, these measures began with minor cutbacks, such as mobile phone contracts and newspaper subscriptions. The Gewerkschaft der Polizei (GdP) further criticizes that promotions are being postponed or frozen, positions are being filled below their actual value, and discussions are underway regarding longer working hours. The Deutsche Polizeigewerkschaft (DPolG) notes that many affected individuals are uncertain about the future of their departments.
End of Supplementary Approvals
The sudden implementation of austerity measures raises questions. Police unions suggest that the budget problem is partly self-inflicted. With tight budgets, the police have been explicitly instructed to operate within their allocated funds, a practice that was not consistently followed in the past. Historically, additional expenditures were common and regularly offset by so-called supplementary approvals. These approvals are reportedly no longer available.
Unions argue that this new approach is effectively functioning as a form of budget cut. The Interior Ministry, however, points to a record budget for the police, which has increased by more than 60 percent over the past 15 years. The Senate is currently discussing the upcoming biennial budget, with deliberations expected to conclude by the end of June.
