Hamburg to Digitalize Parking Enforcement with Camera Vehicles
Hamburg, June 18 – Hamburg is set to revolutionize its parking enforcement system by digitalizing the process. This initiative aims to streamline parking for law-abiding motorists while enabling authorities to more swiftly identify and address illegally parked vehicles. The pilot project was officially unveiled on Thursday by Traffic Senator Anjes Tjarks (Greens) and Lutz Gollan of the State Office for Roads, Bridges, and Waters (LBV) at the Department for Transport and Mobility Transformation.
The initial phase of this digital transformation will commence in two designated parking zones, encompassing the four districts of Harvestehude, Uhlenhorst, Hohenfelde, and Borgfelde. A specialized camera vehicle operated by the LBV will patrol these areas, automatically scanning and recording the license plates of parked cars. A sophisticated computer system will then cross-reference these license plates with a database to ascertain whether a valid parking permit or paid parking ticket exists for each vehicle. Should no valid authorization be found, LBV personnel will be dispatched directly to the vehicle in question. It is important to note that the final parking ticket will still be issued by a human officer.
Real-Time License Plate Matching and Data Management
The camera vehicle will follow a pre-determined route within the flow of regular traffic. There will be no immediate feedback within the vehicle upon detecting a violation; the vehicle will simply continue its route. The captured license plates are matched against databases in real-time. If a valid parking authorization is identified, the data associated with that license plate is immediately deleted. If no valid authorization is present, field staff will be alerted via a dedicated app to follow up.
Focus on License Plates, Not Surroundings
Authorities anticipate that only in ten to twenty percent of cases will an additional visual inspection be necessary. While federal law permits scanning the vehicle’s surroundings, Hamburg has opted against this, focusing exclusively on license plate recognition. Any individuals inadvertently captured by the camera will have their images automatically pixelated to protect their privacy.
Digital Parking Tickets and Permits
A significant change for drivers will be the elimination of physical parking tickets from machines. In the future, drivers will simply enter their license plate number at the parking meter, similar to how mobile parking apps currently operate. The parking authorization will then be stored digitally and automatically recognized by the camera vehicle. The need to display a physical parking ticket on the windshield will become obsolete. This digital system will also apply to resident parking permits, visitor parking permits, and special exemptions.
Senator Tjarks emphasized the tangible benefits for all involved parties, stating, "Starting July 7th, in two resident parking zones in Hamburg, you will no longer need to pull a physical ticket. You won’t have to display your resident parking permit, nor your visitor parking permit. All of this will become digital."
Free Parking for Electric Cars Remains
Vehicles with an ‘E’ license plate will also be required to enter their license plate number at the parking meter. However, the existing policy of free parking for electric vehicles, up to the maximum parking duration, will remain in effect.
Tjarks anticipates that the new system will significantly increase the hit rate for identifying parking violations. He noted that manual enforcement by foot patrols can control far fewer vehicles in the same amount of time compared to the automated scanning vehicle. He also suggested that drivers who receive a ticket once are more likely to comply with parking regulations in the future. The city plans to convert all resident parking zones in Hamburg to this digital system within one year, requiring the upgrade of approximately 2,000 parking meters across the city.
