Munich Data Breach: Thousands of School and Kindergarten Data Compromised

Munich, Bavaria, Germany, June 19, 2026 – A major data breach affecting a subsidiary of the City of Munich has resulted in the exposure of over one hundred thousand personal data records belonging to Munich students, teachers, school administrators, as well as administrative, kindergarten, and education department (RBS) employees. In addition, internal data from the LHM Service GmbH (LHM-S) itself has reportedly been leaked to the Darknet. This information comes from an exclusive investigation by the Abendzeitung München.

Subsidiary Responsible for School IT Among Other Things

The complete datasets were allegedly transferred via the Darknet and are in the possession of the Abendzeitung in their original state. The newspaper verified the authenticity by contacting affected individuals. According to the newspaper, the leaked data includes names, addresses, dates of birth, schools, and nationalities.

LHM-S is a wholly-owned subsidiary of the state capital Munich. According to its own statements, it is responsible for the IT support of approximately 900 schools, sports facilities, and kindergartens.

Expert Comments on the Incident

The subsidiary itself has not yet commented on the specific classification of the data, according to the Abendzeitung München. An internal investigation is still underway. A criminal complaint has been filed against unknown persons, and the data protection supervisory authority has been informed. At the same time, LHM-S expressed a “strong initial suspicion” against a former employee who, the company told the newspaper, may have downloaded and distributed data “to a significant extent” on his last working day in 2024.

Munich’s Lord Mayor Dominik Krause also commented on the incidents. “If there have been violations, they must be fully investigated,” he told the Abendzeitung.

The data involved is sensitive and worthy of protection, especially when it concerns children. The incident raises serious concerns about data security within public institutions and their subsidiaries.

Measures Taken and Ongoing Investigation

Following the discovery of the data breach, LHM-S immediately initiated an internal review to assess the extent of the compromise and to identify the root cause. The company has also taken the necessary step of filing a criminal complaint against unknown perpetrators, indicating the severity of the incident and the potential for legal repercussions. Furthermore, the data protection supervisory authority has been notified, ensuring that the incident is being handled in accordance with relevant data protection regulations.

The suspicion against a former employee who allegedly downloaded a significant amount of data on his last day of employment in 2024 is a crucial aspect of the ongoing investigation. This line of inquiry suggests a potential insider threat, which often poses a greater challenge to cybersecurity measures compared to external attacks. The outcome of this investigation will be critical in understanding how such a large volume of sensitive data could have been exfiltrated.

Impact on Affected Individuals and Institutions

The exposure of personal data, including names, addresses, dates of birth, and nationalities, carries significant risks for the affected individuals. This information could be used for identity theft, phishing attacks, or other malicious activities. For students and children, the implications are particularly concerning, as their data is highly sensitive and requires the utmost protection.

The breach also impacts the institutions involved, including schools, kindergartens, and the City of Munich’s education department. Such incidents can erode public trust in these institutions’ ability to safeguard sensitive information and may lead to increased scrutiny of their data security practices. The LHM-S, being responsible for the IT infrastructure of numerous educational and sports facilities, now faces the challenge of restoring confidence and strengthening its cybersecurity defenses.

Broader Implications for Data Security in Public Sector

This incident in Munich highlights a broader challenge faced by public sector organizations in managing and protecting vast amounts of personal data. As digital transformation progresses, the volume and sensitivity of data handled by government entities and their subsidiaries continue to grow, making robust cybersecurity measures more critical than ever. Data breaches in the public sector can have far-reaching consequences, affecting not only individuals but also national security and public services.

The incident serves as a stark reminder of the importance of comprehensive data protection strategies, including regular security audits, employee training on data handling protocols, and robust access controls. It also underscores the need for swift and transparent communication with affected parties and regulatory bodies in the event of a breach.

As the investigation continues, further details are expected to emerge regarding the exact nature of the breach, the number of individuals affected, and the long-term implications for data security in Munich’s public services. The City of Munich and LHM-S are under pressure to demonstrate their commitment to protecting sensitive data and to implement measures that prevent similar incidents in the future.
