Hamburg Faces Tough Budget Decisions: Staff Cuts and New Fees on the Horizon

Hamburg, June 22 – Hamburg’s Senate is currently engaged in critical budget deliberations for the upcoming two fiscal years. Finance Senator Andreas Dressel (SPD) has indicated that staff reductions are likely, given that tax revenues are growing at a slower pace than previously projected. The Senate is expected to present its budget draft on Wednesday.

Senator Dressel anticipates very challenging budget consultations. He highlighted several factors contributing to the financial strain: increased personnel costs due to recent collective bargaining agreements for city employees, rising social welfare expenditures, and a stagnant economy. “These are all challenges that mean we have less room for maneuver,” explained the Finance Senator. “We will not be able to offset many cost increases, and we will not be able to fill all vacant positions.”

Authorities Seek to Boost Revenue

The discussions also encompass strategies for individual authorities to increase their revenues. It is considered certain that an admission fee will be introduced for the Plaza of the Elbphilharmonie concert hall. Additionally, the city is exploring higher fees for various municipal services. However, the finance department intends to maintain investment levels in crucial areas such as roads, bridges, and new schools.

The Senate’s budget meeting will also include initial planning for the allocation of federal special funds, with Hamburg set to receive approximately 2.7 billion euros. The draft budget for the next two years is scheduled to be presented at the City Hall on Wednesday. The Bürgerschaft (Hamburg Parliament) will then deliberate and decide on the budget until just before Christmas.

Anticipated Cuts and Warnings from City Sectors

Hard-hitting cuts have already been announced for the 2027/28 double budget. The Paritätischer Wohlfahrtsverband in Hamburg has issued a warning against potential cuts to school support staff, who assist children with learning difficulties. The education authority is reportedly planning to approve fewer school support positions.

The Police Union (GdP) Hamburg has also expressed concerns about significant financial cutbacks ahead of the Senate’s budget meeting, with potential savings of up to 20 million euros under discussion.

Elbphilharmonie Plaza to Introduce Admission Fee

According to NDR information, access to the Elbphilharmonie Plaza is expected to cost five euros per person. It remains unclear whether exceptions will be made for Hamburg residents.

Significant Decline in Hamburg’s Tax Revenues

The latest tax estimates for 2026 predict a shortfall of 125 million euros in revenue compared to previous autumn forecasts, further intensifying the pressure on the city’s budget.
