Hamburg Leads Nation in Reintegrating Long-Term Unemployed into Workforce

Hamburg, June 26 – Hamburg is demonstrating significant success in reintegrating long-term unemployed individuals into the workforce, largely due to the effectiveness of the ‘Teilhabechancengesetz’ (Participation Opportunities Act). More than 1,400 people in Hamburg are currently receiving support under this program, which aims to facilitate their return to employment.

‘Teilhabechancengesetz’: A Pathway to Reintegration

The ‘Teilhabechancengesetz’, in effect since 2019, provides crucial support for individuals who have been unemployed for extended periods. To qualify for this funding, applicants must have received citizen’s benefit (Bürgergeld) for at least six of the past seven years. The program then subsidizes their salaries for up to five years, with full salary coverage in the initial years, through the Jobcenter.

Hamburg Leads National Efforts

Last year, Hamburg successfully placed nearly 600 long-term unemployed individuals into companies, a figure higher than any other German state. Across the entire country, the funding was utilized approximately 3,500 times, highlighting Hamburg’s leading role in this initiative.

Senator Leonhard: “The Effort Is Worth It”

Melanie Leonhard (SPD), Senator for Economics, emphasized the program’s success, stating, “The effort is worth it.” She noted that over 40 percent of Hamburg’s participants secured permanent jobs after receiving support. “The funding truly paves the way to work and reaches people who want to work. And that is the vast majority,” Leonhard added.

Positive Feedback from Beneficiaries

Individuals who have benefited from the program report that the opportunity to re-enter the workforce without immediate pressure and to be given a chance, even if they don’t possess all the necessary skills, was instrumental in their successful return after years of unemployment.

Future Outlook and Call for Companies

The Jobcenter aims to place approximately 100 more individuals this year compared to last year and is actively encouraging interested companies to come forward and participate in the program.
