Berlin, July 7, 2026 – The adult education sector in Berlin has been developing stably since the coronavirus pandemic, according to the first Berlin Adult Education Report. The Senate Department for Education, Youth, and Family announced that adult education in the capital has grown significantly in many areas, with a notable increase in course offerings.

Volkshochschulen Recover and Expand Offerings

In 2024, approximately 24,500 courses were offered at Berlin’s Volkshochschulen (adult education centers), a substantial increase from 2021. The report indicates that the course density has returned to 2019 levels, demonstrating that Volkshochschulen have largely recovered from the impact of the pandemic. This recovery highlights the resilience and adaptability of the adult education system in providing essential learning opportunities to the public.

Language Courses Lead the Way

Language courses, particularly German as a second language, constituted a significant portion of the offerings in 2024. According to the Senate Department, the language sector accounted for over 70 percent of all teaching units. Within this, more than 54 percent of all teaching units at Berlin’s Volkshochschulen were dedicated to German as a second language. This strong emphasis on language acquisition reflects the diverse population of Berlin and the ongoing need for integration and communication skills.

Lifelong Learning: A Core Component of the Education System

Torsten Kühne (CDU), State Secretary for School Construction, School Digitization, and Lifelong Learning, emphasized the importance of these findings. “Lifelong learning is a central building block of our education system,” Kühne stated. “The Adult Education Report shows how important reliable and diverse educational opportunities are for adults – be it for professional development, personal growth, or social participation.”

Kühne also highlighted the indispensable contribution made by recognized adult education providers, such as Volkshochschulen and the State Center for Political Education. These institutions form the foundation of adult education in Berlin, offering a wide range of programs that cater to various needs and interests. The provision of adult education is legally enshrined, ensuring its continued support and development.

Diverse Providers Support Adult Education

The report underscores that the offerings of Volkshochschulen, the State Center for Political Education, and other recognized independent providers collectively form the backbone of adult education in Berlin. These diverse institutions work in synergy to create a comprehensive and accessible educational landscape for adults across the city. Their efforts contribute to a well-rounded and skilled workforce, as well as an engaged citizenry.

Future Outlook and Continued Growth

The stable development and growth observed in the adult education sector post-pandemic indicate a positive trajectory for the future. The continued investment in and support for these programs are crucial for fostering a culture of lifelong learning in Berlin. As the city evolves, the demand for adaptable and accessible educational opportunities for adults is expected to remain high, further solidifying the role of these institutions in the community.

The report serves as a valuable benchmark for evaluating the effectiveness of current policies and for planning future initiatives aimed at strengthening adult education in the capital. It provides a clear picture of the sector’s health and its capacity to meet the evolving educational needs of Berlin’s adult population.
